Research Compendium
Welcome
Between April and August 2008 the processes were reviewed by the Agency supported by the framework community. A number of senior staff was consulted during the review. The review concluded with the design of a revised set of processes for delivering knowledge efficiently that is valued by the business. The implementation of these processes began in early 2009.
The Objectives of the Knowledge Programme
The Knowledge Programme embraces revised processes which link together the identification of “knowledge needs” and delivery of this knowledge on the ground. The new approach:
- Improves alignment of knowledge development with strategy through a “top-down” approach
- Improves coordination of knowledge development by improving the links between knowledge needs, research and practice
- Improves communication and management of knowledge development by appointing a Knowledge Programme Leader and Knowledge Programme Focal Points in each of the HA operational directorates
- Streamlines the approval procedures and increases supplier involvement in managing Portfolios
- Reduces dependence on annual cycles by introducing 2 and 4 year cycles

Background
The Highways Agency's key aims, in the face of continuing increases in demand for journeys, are to tackle unreliability, improve safety and provide better information to help road users make better decisions as they plan their journeys and travel. We will continue in our efforts to mitigate the environmental impact of using, maintaining and improving our network, working with our business partners to tackle the adverse impacts of transport on climate, health and quality of life. We also want to work with road users to help them reduce their environmental impacts.
